8 Check for running processes that should be restarted.

14 needs-restarting looks through running processes and tries to detect
15 those that use files from packages that have been updated after the
16 given process started. Such processes are reported by this tool.

18 Note that in most cases a process should survive update of its binary
19 and libraries it is using without requiring to be restarted for proper
20 operation. There are however specific cases when this does not apply.
21 Separately, processes often need to be restarted to reflect security
22 updates.
