DESCRIPTION

14       If  enable  is FcTrue, then Fontconfig will use various files which are
15       specified relative to the user's home directory (using the  ~  notation
16       in the configuration). When enable is FcFalse, then all use of the home
17       directory in these contexts will be disabled. The previous  setting  of
18       the value is returned.
